Feedback activity - 'show non-responders' shows too many users

Under the “Show non-respondents” tab the list contains heaps of users - not just the users from within the course.

You expect the list to only contain the students from within the course.

Resolution: Site administration -> Users -> Permissions -> Define roles
Then go to the Authenticated user and edit this role.
Remove the tick from "Complete a feedback".
